Our mentor, Sri. H.S.Chandramouli is a native of Kodlipet, Kodagu District. His primary and higher education was in a government school in Kannada medium mode of education. Thereafter, he graduated from Christ College, Bengaluru and completed his law course from VV Puram law college in the year 1980. Having enrolled in the year 1981, he joined the office of Sri Chekkera B Motaiya, and thereafter he have been practicing before the Trial Courts and the Hon’ble High Court of Karnataka for the past 40 years in different branches of law specializing initially in Civil law, Motor vehicles law, property law, laws relating to women and children and then branching out the domain of Criminal law.
He has served in the capacity of the State Public Prosecutor, High Court of Karnataka, for five terms (Appointed in 2002,2005,2007,2010 and 2018), working with different governments. In his tenures as a State Public Prosecutor, an umpteen number of judgments have been reported. He have also appeared in many sensational cases such as Kambalpalli case, Shraddhananda case, Rajkumar kidnap episode, etc. As an outcome of the service rendered during this course, he has been appointed as the Special Public Prosecutor in the ongoing Gauri Lankesh Murder Case and Dr. Kalburgi Murder Case.
Further, he was appointed as the Panellist by the Government of Karnataka in the Expert Committee to study and suggest amendments to laws relating to crimes on women and children presided by Sri. MC Nanaiah (former Law Minister), to facilitate speedy trial in cases of crimes against women and POCSO Cases, later headed by Sri. Ugrappa. He has also been helping Advocates and other Judicial Aspirants/Public Prosecutors in their preparation for the judicial examination since several years with a fond hope to help the society germinate new legal luminaries.
In the year 2005, he also had the honour of publishing a book titled “Criminal Major Acts”, published by “Lawyers’ Law Book Publishers” which was a compilation of the Major Criminal Legislations in the Country along with a detailed commentary of the provisions inclusive of the most recent leading judgments on point of law until then. He has also written the foreword in the book published by the Karnataka Law Journal Publishers titled “Key to Prosecutor (APP) Examinations” bearing ASIM No. B07XX32DK7.
In the midst of his busy professional schedule, he is also running an educational institution at Kodlipet rendering services for the poor and downtrodden students at Gowramma Shanthamallappa Degree College, Kodlipet, Coorg District. During the COVID period, he was involved in social work, particularly during the first unlock period, where he managed to procure huge medical equipment for Kodagu Institute of Medical Sciences from United States of America which helped the hospitals by equipping itself from any situation.
